Flanders: what changes for used-vehicle inspection in 2027?

From 1 January 2027, Flanders removes mandatory second-hand inspection in several cases. Understand the limits and effects.

This article concerns Flanders only. Different rules may apply in Brussels and Wallonia. Always check the latest official information before a transaction.

Change from 1 January 2027

Vlaanderen.be states that the mandatory second-hand inspection for a vehicle sold within Belgium will disappear in Flanders from 1 January 2027. It remains mandatory for imported vehicles.

A seller who still wants an inspection before sale can use an early periodic inspection, described as a voluntary second-hand inspection. The mandatory inspection for motorcycles also disappears except for imported vehicles, while a voluntary option remains.

What the change does not mean

The change does not make a vehicle’s condition certain or remove every document and sales obligation. Buyers and sellers still need to check the Car-Pass and all rules applying to their situation.

Independent inspection remains different

An independent inspection documents visual and functional findings, test conditions, photographs and recommendations. It does not replace legal documents or a required technical procedure and must not be presented as an official certificate.

Professional sellers may retain a consistent internal or independent inspection standard for purchasing, preparation and customer information.

Vlaanderen.be also describes changes starting on 1 September 2026, including longer inspection intervals for some vehicles. Those measures should not be confused with the specific second-hand inspection change on 1 January 2027.
